The traceroute repeats itself until the command terminates when either the host is reached, the escape sequence (Ctrl-Shift-A) is triggered, the TTL reaches 30 (default TTL for Cisco), or the TTL exceeds the set amount. The source then increases the TTL to 2, and after two hops it is sent back. So for the first hop in the path, the TTL is decreased by 1, and because TTL now equals 0, the error message containing the hop information packet is sent back to the sender.
